Festival of Volunteers evolved after one of Joyce's new constituents mentioned in conversation the need to find an organization that would find her skills useful. Knowing a number or organizations needing volunteers, Joyce felt New Westminster needed an event that puts together these two groups. January of 2003 was the birth of the 'Festival of Volunteers' that gives organizations an opportunity to showcase their cause for a nominal cost and potential volunteers to find an organization that would suit their ideals and expertise.

New Westminster business community was added to the mix for added financial support and to encourage employees the importance of volunteerism in the community that they do business in.

New Westminster is well known for their volunteer force making it a strong and healthy community. With Joyce and her small group of volunteers, the Festival of Volunteers has continued to flourish and the fact the festival has taken off in other communities is testimonial of the need of this type of event.
